Ethics in Public Service: Lessons from the Anti-Corruption Drive

The renewed national commitment to combating corruption has placed ethics training at the top of the civil service agenda. Several high-profile cases in recent years have demonstrated that corruption does not only occur at the top — it is often enabled by systemic weaknesses at the operational and mid-level tiers of government. OHCSF, in collaboration with the Independent Corrupt Practices and Other Related Offences Commission (ICPC), has developed a comprehensive ethics training curriculum that is now mandatory for all civil servants below Grade Level 14. The program covers five core areas: understanding corruption typologies, whistleblower protections, public procurement integrity, conflict of interest management, and the personal cost of unethical conduct. The data from pilot ministries is encouraging. The Ministry of Works and the Federal Ministry of Health — two of the first agencies to complete the full ethics curriculum — reported a 34% reduction in procurement irregularities and a 62% increase in internal whistleblower reports in the six months following training completion. Perhaps more importantly, officers report greater confidence in saying "no" to irregular requests from superiors. This cultural shift — where ethical behavior is normalized and violations are reported rather than tolerated — is the ultimate measure of successful ethics training. The FCSOA Ethics and Anti-Corruption course is free for all enrolled civil servants. It has been designed to be engaging, scenario-based, and contextually relevant to the Nigerian public sector. Over 120,000 officers have already completed it. We encourage all remaining officers to prioritize enrollment. The course takes approximately 8 hours to complete at a self-paced schedule and can be done entirely from a mobile device.
