The 2026 Annual Federal Civil Service Summit, held at the International Conference Centre, Abuja, drew participation from over 2,000 directors, deputy directors, and senior officers representing every ministry, department, and agency of the federal government. The three-day summit focused on three overarching themes: Leadership Renewal, Ethical Governance, and Digital Public Service. Sessions were led by both domestic experts and international practitioners, providing a rich exchange of best practices from civil services in the UK, Singapore, and Rwanda. Among the most discussed presentations was a keynote on "The Emotionally Intelligent Public Servant," which challenged leaders to adopt empathy-driven management styles that build cohesive teams and improve departmental output. The session was met with standing applause and spawned some of the most engaged breakout discussions of the summit. Participants also workshopped a new leadership competency framework developed collaboratively by OHCSF and the National Institute for Policy and Strategic Studies (NIPSS). The framework will become the basis for promotion criteria from Grade Level 14 upward, effective from January 2027. The closing ceremony featured an awards presentation recognizing eight MDAs for outstanding performance in training completion rates and service delivery improvements during 2025.
